Jurisdiction and location
The current ISA regional page says the Sendai bureau covers Aomori, Iwate, Miyagi, Akita, Yamagata and Fukushima for residence-related applications. The main office is at Sendai Second Legal Affairs Joint Government Building, 1-3-20 Gorin, Miyagino-ku, Sendai.
Current counter hours and access
The bureau page currently lists counter hours as 9:00–16:00 on weekdays, closed weekends and holidays. It lists JR Senseki Line Tsutsujigaoka Station Exit 1 at about a 12-minute walk and the Haranomachi 1-chome bus stop at about a five-minute walk.

The main Navi Dial is 0570-022259. The current page publishes department numbers for different case types, including work status, spouse/permanent/long-term resident status, student/cultural activities, specified skilled worker, technical intern training, refugee matters and residence-support work.
Multilingual procedural questions
For general immigration/residence questions in multiple languages, ISA’s Foreign Residents Information Center publishes 0570-013904 (03-5796-7112 from IP phones/overseas), weekdays 8:30–17:15. This is the safer language-support route than assuming the local Sendai counter can conduct the visit in English.
Procedure-specific hours still matter
Individual ISA application pages may specify narrower receipt windows such as 9:00–12:00 and 13:00–16:00, or procedure-specific requirements. Check the exact procedure page and required documents before visiting.
